Request for Proposals (RFP): Haisla Centre Master Plan
Extended to September 30, 2024
Sept. 4, 2024: yáqʷa Development Corporation is seeking proposals from qualified firms to develop a Master Plan for the Haisla Centre Project located in downtown Kitimat, BC.
Background
The Haisla Nation, through its economic development corporation, yáqʷa Development Corporation, is leading the development of the Haisla Centre Project, located at the site of the old Kitimat hospital. The land was acquired by the Haisla Nation from the Province of British Columbia and the development concept is supported by the District of Kitimat.
Haisla Centre envisions the construction of housing units, hotel complex, commercial and retail spaces, and other facilities. The first phase is complete and includes a 49-room building currently being leased to LNG Canada as housing for project employees. The vision for Phase 2 would see a broad range of residential and commercial spaces, and services and amenities for the community.
The Haisla Centre Master Plan is a significant development project which aims to identify land use and opportunities for a large parcel of fee simple land owned by the Haisla Nation. This Master Plan will play a crucial role in preserving and enhancing the economic, social and cultural well-being of the Haisla Nation through sustainable economic development in the industrial, commercial and retail spaces
The Master Plan will also serve as a guiding document for future development and economic growth in the region.
About yáqʷa
yáqʷa was established in 2024 as the economic development arm of the Haisla Nation. Our mandate is to develop, manage, and own the active businesses of the Haisla Nation, for the benefit of all members. Our vision is to facilitate the education, employment, sustainability and multi-generational wealth that will empower the Haisla with the resources required to build a powerful and proud community, healthy in mind, body and spirit.
Scope of Work
The successful firm will be responsible for the following tasks:
- Market review and ownership structure analysis
- Land use scenario planning
- Development of proposed land use plan and design strategy
- Site servicing implementation plan
- Market research
- Participation in, and input into, community engagement
Market research
A community interest survey was undertaken between October and November 2021 of people in Kitimat and the surrounding communities to (i) better plan for and build a town centre that meets their needs, and (ii) to inform the broader economic development of Kitimat. The feedback was summarized in a report prepared by Big River Analytics dated January 2022.

The selected proponent will be expected to consider the research and undertake additional market research to inform the development of the Master Plan to validate previous research and/or identify changes in community needs and interests.
Community Engagement
In addition to the market research, the selected proponent will be expected to participate in community engagement initiatives to seek feedback on the Master Plan to ensure community input is considered in finalizing the Master Plan for Haisla Centre.
The selected proponent will collaborate with yáqʷa Development Corporation, the Haisla Nation and the District of Kitimat in undertaking the engagement.

- Interested firms must provide the following information in their proposal:
- Company profile and relevant experience in master planning projects.
- Proposed timeline, approach, and methodology for completing the project.
- Team composition with key personnel qualifications, roles, responsibilities, and relevant experience.
- Cost breakdown including expenses such as project management fees, staff costs, travel expenses, and any other relevant expenses.
- Three references from previous clients with contact information.
Evaluation Criteria
The proposals will be evaluated based on the following criteria:
- Demonstrated experience and expertise in master planning projects
- Proposed timeline and methodology for completing the project
- Qualifications and relevant experience of key personnel
- Overall cost of the proposed project plan
Selection Process
After reviewing all proposals, a shortlist of qualified firms will be selected for an interview with yáqʷa Development Corporation representatives. The final decision will be made based on the overall evaluation of the proposals and the interview.
